A: NEVER drive without insurance. ALWAYS make a police report, even if you have no insurance. It is your word against the other driver as to whether you stopped to exchange information. If you didn't stop, how did the other driver get your information?

If at all possible, consult a local traffic attorney. If not, at least purchase insurance BEFORE the Hearing. If true, admit that your insurance had lapsed and insist that you did admit liability and that you stopped to exchange information.
