Q: Father wants me to sign papers saying he is not financially responsible for our daughter or he won't return her.

Our daughter who is 15 wanted to live with her dad to have a closer relationship with him a year ago. Now she wants to live with me because she says they don't get along, and she feels isolated there. Her father is saying he won't "let" her come back unless I agree to sign papers that he isn't financially responsible for her and I agree not to get Medi-Cal. There's no court order for custody, as it had never been necessary before. He told my daughter that paying child support takes food out of his other kid's mouths. What should I do?
