Q: Mineral rights ownership required to merge two parcels?

A neighbor has an ingress egress ROW through my property to his unimproved wooded property. I was thinking of making an offer on his ground and merging it with my own to remove the ROW. Would I also have to obtain all of the mineral rights to do so? Also, if I cannot obtain the mineral rights, is buying the surface rights enough to render the ingress egress ROW moot? No wells are located on his ground.
