Q: Chancellor closed case (Clean Hands against CP for not allowing visitation), but a PO was in place...did he err?

Complicated case-BIG NOTE: the chancellor who saw the case, had never seen it before and we had been fighting for 4 years through DHS. The NCP used every excuse to avoid paying (complained about not getting visitation one day, but then requested paternity another, said he needed to obtain legal counsel [but never did] and stated he couldn't hold a job). He was supposed to bring $1,500 that day or go to jail. Since the chancellor had never seen the case, he was not aware of (or completely "overlooked") the PO. He also used my pregnancy (at the time) against me and called me several names. I have never received a review through DHS (they say I'm not eligible for one) and now they refuse to touch it. Additionally, I had no DHS lawyer present when it happened; a paralegal stood in. When I called the courthouse to request the minutes from my file, they said none existed. There is WAY MORE to add. Our legal services can't offer me assistance b/c they've represented my ex (COI). PLEASE help.
