Can a cop arrest a person who "so-say" stole a pair of pants, (but didn't, better yet). I'd just started my period, so I figured, "I'll put on a cheap $7 pair in the dressing room, and I'll pay for them as soon as I am finishing up my shopping down these last two aisles". I had $365 in my wallet that night.
