Q: Is a strip mall parking lot considered to be a "public highway" a la Title 7—Article 33—1212 ( NY Veh & Traf L § 1212 )?

How does 2015 New York Laws VAT Title 7, Article 23 1100 apply to this? Is it saying that "public highway" and "parking lot" are synonymous?
