Q: I was given a 30 notice to move from the room I have been renting. Now, my roommate/landlord wants me to move 2 weeks
Earlier and has packed my belongings. Can she do this?

No, you are entitled to a minimum of 30 days notice, assuming you have been there less than a year and are not within the city limits of Portland. More than a year is 60 days; and if you are within the city limits of Portland, 90 days regardless of how long you have been there. If you are in Portland, you also may be entitled to relocation assistance payment and/or other notices. When you say your L/L has packed your belongings, that suggests that she entered your room or other private space. IF she did so without your permission and without giving you at least 24 hours prior notice, you likely are entitled to recover a month's rent plus your court costs and attorney's fees.
Do note that the 30 (or 60 or 90) day notice must be in writing (not email, text, etc.); must contain specific information; and must be delivered to you by either personally handing it to you; mailing it to you by regular first class mail (NOT certified); or, if you have a written rental agreement that allows it, by posting it on your door and mailing it to you. If any of this is not complied with, it is likely that the notice is unenforceable.
Of course, if you are able and willing to get out in less time, perhaps the landlord is willing to contribute towards your moving expenses. If so, you can strike whatever agreement you wish with her. If you think you may have claims (particularly if you are within the Portland city limits, it sounds as if you may well), you may want to simply review everything with a local landlord-tenant attorney to learn your rights and what monetary damages you may be entitled to recover.
