Q: Does it sound like I have grounds for requesting joint custody with success? Terminating her rights?

CPS removed kids from Bio Mom in late 2011, my husband got them placed in his custody in early 2012 and in 2014 the case was finalized on the last order of 2013 temporary decision hearing for him having sole custody. Bio dad for the girl died before she was born. There is a history of physical abuse at bio moms hands. CPS closed the case with allowing bio mom to keep the 30 minutes per child once a month supervised visitation with the basic possessionary rights that she hasn't exercised since the end of 2012. She moved to another state 2015, hasn't paid child support in months, over 2 years since last physical contact has been made with son 3, with daughter- moms brother molested her while she was visiting grandparents Mom moved back in during the visit. I have been an active part of their lives since 2014, stepmom since 2016, I'm the primary caregiver. I want to be the permanent mother figure in my step children's lives and they want me to adopt them. Do I have grounds?
