Q: US citizen mom in 2009. Son was 13 yrs old and now 22. Can he apply us passport w/o naturalization?

He has permanent resident card (green card)

A: I'm getting the idea he wasn't yours? How did he get here? Short answer is without knowing more, no. Did he register for selective service? If not why not? If he did did the registration get bounced? A lot depends on who came in when, is he your child, who is the dad, etc etc etc.

A: If all of the following are true:

1) Your son was under the age of 18 when you naturalized;

2) Your son had a green card at the time; and

3) He was living in the US in your custody,

then he is a citizen and should be able to apply for a passport.
