Q: Can a tow company keep your semi after tow bill was payed?

We are from NC and our loaded semi broke down in Covington VA. We had to have it towed. The owner of tow company told my wife and I that it could sit in his parking lot till we where able to go get it. My broker sent another truck to pick up my load to deliver it. Tow company wouldn't let trailer go until tow bill was payed. Understandable, he told me $350 but charged $500 in which the owner of my trailer I was pulling payed. Once I found out the trailer was pick up, I called the towing company and he told me the bill was not payed. He lied. Now he is charging me 6 grand in storage fees that would not have occurred of he had told me when I called about the tow bill. Can he chargee storage after lying about paid bill? The truck was just pulled to his parking lot!
