Q: Can I call a peace officer to get her returned to my mom? If I withdrew my dismissal request will I get in legal trouble

I have an open CPS and I have a safety plan/PCP in place. I have complied with every request and I am almost finished with their requested services. My 2yr old daughter's father had a child endangerment felony case she was scratched when he during the altercation and there's an open assault on a family member case (me). I agreed to dismiss the charges and for her to go to his house this weekend. We have a custody order in place where I am custodial parent and this is not his weekend. Her dad has decided that he wants full custody and decided he will not return her. He has stated that he is going to seek full custody on Monday morning and he has made an appointment with my CPS case worker for that afternoon. Can I call a peace officer to get her returned to my mom? If I withdrew my dismissal request will I get in legal trouble? Please help! I am afraid and I do not know what to do.
