Q: can a car dealership choose which customer gets warranty on vehicle

As a general matter, dealerships don't personally care which customer gets a warranty.

But it sounds like your question could possibly be asking whether a warranty purchased by an original vehicle buyer could be enforced by someone who later buys the car from them. If that's the case, those rights would depend on the terms of the warranty. If the warranty is not transferrable, then the latter purchaser in the chain of sale would not enjoy the benefit of the warranty.
