Q: Horns are going off all the time where I live because people are locking their doors. This seems wrong.

I want to sue the car companies that make our neighbor hood so loud.

A: more info needed

you can always sue anyone for anything at any time.....the issue is will you win and can you afford the legal fees ........

something like this will not be handled on a contingency in all likelihood.......you will have to pay on an hourly...........and probably won't win.

A: It sounds like it would be a hopeless case on which you could spend endless money and accomplish virtually nothing. You could consult with a California attorney to ask if they see things differently, but it wouldn't be likely to be a free consult as in the case of a car accident or slip and fall. Good luck
