I would like to know where the child was during that year in order to give a more specific answer. But, if he did not get a court order to terminate his child support obligation then the child support was still owed.
The court will appoint him a lawyer if he can't afford one. But, he needs to either hire a lawyer or use the appointed lawyer to negotiate something on his behalf or set a hearing.
