A: It's not clear what you mean by "intercept". I've seen this lingo used by child support enforcement agencies. If someone owes back support, those agencies have the authority to get tax refund money prior to it being given to the child support obligor. If you owe back taxes to the state, you may wish to consult with a tax professional regarding consequences.
