Q: My apt complex requires DNA testing of dogs for tracking poop clean-up. Is there a statute of limitations on fines?

My dog was not DNA tested when I signed lease or moved in Oct 2018 ... they completed DNA testing in Feb 2020. Now they are trying to fine me for samples collected in Dec 2018, March 2019, and Feb 2020. Can they do this? I have always picked up my dogs bathroom, but sometimes weather or even darkness has led me to do it the next day or when conditions improved. The pending fine is $350 per occurrence - so $1050 "due immediately".
