A: The federal sentencing guidelines don't leave a lot of wiggle room for negotiating the length of the sentence so offering to change the charge is a useful negotiating tool for federal prosecutors.

You need to talk to YOUR attorney about whether or not the prosecutors are likely to negotiate in YOUR specific case. It might depend on how good their evidence is against you and how cooperative you are willing to be with regard to helping them convict someone else.
