A: According to posted processing times available on the USCIS website (https://egov.uscis.gov/processing-times/), a Petition for Relative filed by a permanent resident on behalf of a spouse and pending at the Nebraska Service Center is taking approximately "20.5 Months to 26.5 Months." The processing time page indicates also that USCIS is not accepting case inquiries on such cases unless the case has a receipt date of February 10, 2018 or earlier. So, it may still be some time before USCIS NSC adjudicates your petition, notwithstanding the fact that the Visa Bulletin is showing cases in the F2A category as current. See https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin.html For additional questions, consider scheduling a consultation with a competent immigration attorney. Many during this COVID-19 crisis are offering online video or telephone consultations.

A: The service transfers files to another field office when one office has a back log of cases and another does not. It is meant to expedite the process. You can find the processing times for a field office at USICS.gov
