Q: Hi , My dad has green card expired 10 years ago, does this count as immigration proceedings?

A: Your father who is in possession of an expired resident card remains a permanent resident until such time that he voluntarily surrenders his status or an immigration judge issues an order rescinding his resident status.

Your father is not in “proceedings” until a “ Notice to Appear” is issued and ICE files that notice with the immigration court.

A: All it means when someone's 10 year green card expires is that they probably need to apply for a new card.

Immigration proceedings normally means being placed in removal by ICE (that's what most people refer to as deportation).
