Q: How much does a University's Student Handbook control what can and can't be done?

I am attending a university that requires health insurance from its students. The wording in the handbook makes no mention of when personal insurance can be purchased and school insurance waived. Due to this fact, I purchased the school insurance for fall '19 and then obtained my own mid fall semester. I tried to waive spring & summer '20 and am being told I can only waive in the fall. I am being told their policy is to not allow a waiver unless in the fall semester. Is there anything I can do? (I can supply more details if needed)

A: If you currently have insurance, It appears that you have complied with the handbook. If the university tries to do something, inform them in writing that you do have insurance. It looks to me that whoever told you that you could only get a waiver in the fall was misinformed.
