Q: Neighbor won’t return my friends dog

My friend was recently gifted a dog, the dog was stolen before she was able to register it. She has located her dog and knows the house it is being kept at. The guy who has her called her lost dog posters to tell her it’s his dog now, she was able to find his address from the number. She doesn’t have anything really proving the dog was hers since she just got it, but the previous owner was also with her when calling the police. He has countless pictures of the dog and vet bills to verify it is his dog, but the cops say it is a he said she said and won’t help. I am also worried about the safety of the dog, it is a strictly inside dog , it is being locked outside at all times in the high desert where the heat has been in triple digits all week. It is locked in a cage crying. We are concerned for the dogs safety while we try to get her back legally
