Q: Is it legal for my argent to add my kids to my car insurance without telling me
I was paying my car insurance thinking it would take around $200 for my car but it took around $400 because my agent added my son and daughter to my insurance without informing me first so now I have $-200 in my account

Usually, all members of the household that are of driving age are listed on the policy. Also, all owners of the vehicle are listed on the policy regardless of their residence address.
Typically, you are sent a declaration page of the insurance coverage and the premium amount. If you opened any of the documents sent to you, none of it should be a huge surprise.
