A: Much more info is needed to answer your question. Are you seeking attorney fees?

A: If you're trying to answer a complaint, it sounds like you are the defendant, not the plaintiff. If it says, the plaintiff is not seeking attorneys fees, there is nothing for you to answer. If that's the case, this could be answered with, "Defendant lacks sufficient information to admit or deny the allegations contained in paragraph ___ of the complaint."

Another answer you can use where appropriate, which may be helpful, is "Paragraph ___ states a legal conclusion for which no response is necessary." This would be where the paragraph states legal statements, laws, caselaw, and not facts specific to the case.
