Q: What are my options?
I was injured when I was rear-ended but the at fault driver does not have insurance.

you contact your insurance and place a claim against the Uninsured Motorist part of your policy...you will no doubt have a minimum of $15k, with most minimal policies.
A: You should look at your own insurance Declaration page.. to see if you have Uninsured/underinsured Motorist coverage. and also look for medpay. Have an experienced attorney help you at least determine if there is any coverage. Especially with the other driver who might have assets, other insurance coverage, was working and therefore his employer could have coverage, etc...
A: For bodily injury, make a claim with your own uninsured motorist coverage. For property damage, make a claim with your collision coverage. If you don't have those you are probably out of luck.
