Q: Is it legal to use a flashing red/blue strobe light on one’s person while walking at night?

I live in the neighborhood in eastern Birmingham, AL which has a posted speed limit of 25 mph. However, a considerable number of people go anywhere from 40 to 50 mph, even at night. I walk my dog at night. Initially, I wore a reflective vest and put a lighted LED collar with reflective harness on my dog. People did not abide by the laws of the road regarding vehicle and pedestrian traffic. I then added red blinking bicycle lights to my vest and to my dog’s harness. Many people still do not decrease their speed as they came upon us and passed. I then added a small (3” x 1.5”) flashing red/blue strobe lights, one light to the front of the vest and one light to the back of the vest. Are there any provisions, statutes, or laws in Birmingham city, Jefferson County, or Alabama state codes and statutes that prohibit wearing a flashing red/blue strobe light on one’s person is a safety light while walking or jogging at night?
