Q: lost my relatives government papers such passport, birth and marriage certificate. What wil happen if they call police

if one of your relatives contacts the local police department for assistance (i.e. a 911 call), do the police officers responding to the 911 call from them have the right to ask for their passports, birth certificates, etc as part of their response to the emergency call? My understanding is that the local police departments in New Jersey do not have the right to inquire as to a person's citizenship status as part of their response to a call for assistance.
