Q: If a person waives their right to counsel at their arraignment and later decide they do want counsel how do they do so?

A: Hire counsel. The attorney will take care of it.

A: You do not need to do anything other than hire and attorney. Waiving your right to counsel at arraignment doesn't mean you can't have an attorney. It just allows the court to proceed with your case in the event that you don't have one. If you have an attorney with you (or if the attorney notifies the court that they represent you) then the court will go forward with that attorney as counsel of record.
