Q: Interstate compact

My husband was released to his mom in California for parole from montana. We filed all the paperwork but couldn't afford the 50$ fee due to our house burning in the Dixie fire and his aunt dying of covid. Well after filing the paperwork we hadn't heard anything from Montana or even California about parole. We tried to call and email his lawyer, the probation ppl in montana several times with not a single response.

Well montana put a warrant out claiming "fugitive of montana" for probation violation because we didn't send the 50$. The police then arrested my husband and is now waiting for montana to come pick him up or to have court in California.

Since montana literally told us go to California, and we didn't "flea" or "hideout" or "jump parole" can they even legally be detaining my husband for parole violation?

Also if everything is legal how many days does montana have to pick him up before they have to release him?
