Q: Does city of north Little Rock have to pay overtime after 40 hours? Because they only offer flex or comp time no pay.

If, for example, they don't have a cap on the amount of comp. time that you can accrue (add up), and you keep accruing unlimited hours, then you are owed the pay for the hours over the cap at time-and-a-half your regular rate of pay.
