Q: The insurance company won't rehire me back as a 1099 contractor and wont release why.

I was hired by a TPA company called CRU as a 1099 adjuster. CRU contracts with a big insurance company called Citizens which is a state-run govt entity. CRU contracted me to run claims for Citizens as 1099 adjuster where CRU gets a part of the money paid to me from Citizens for each claim inspected. I got into it with CRU due to the way their management talks to people and sent whistle bower email to Citizens on how CRU treats people and what they do wrong by citizens guidelines, thus was released that day with no notice and citizens' claims were pulled from me.

So my issue was with CRU not the big insurance company Citizens.

Now...it has been 2 years and I tried to go back to work under a different TPA company that also contracts with Citizens for the same work as a 1099. The TPA Approved my background and sent a request to Citizens that they were adding me but citizens said no to me handling claims. They wont release why and feel as I was blacklisted. Also making me look bad.

A: Much of Citizens Insurance records are public record which must be produced pursuant to a public records request - see https://www.citizensfla.com/other-documents I don't know if records pertaining to hiring or contracting decisions are exempt from the public records law - that would take a bit of research. In any event, you can make the request and see how they respond. If exempt, they should respond with a letter specifying the statutory section(s) for the exemption(s). Bear in mind that with any records request, you cannot ask a question like, "Why wasn't I selected?" You must instead request records such as "records reflecting the decision not to select _______ for ______ and the reasons for such decision. Please include all emails and other written communications regarding such decision."
