A: Since the purpose of a License is to operate a vehicle, the vehicle you operate must have IID installed, you cannot get a restricted License until you buy a car with IID installed or show proof the car you will operate has a IID installed. If you seeking your license back for identification purposes, then you can obtain a California Identification Card through the Department of Motor Vehicles.

The very best to you.

A: this is a DMV issue ...not a court issue.

DMV requires the IID before you can get your license back. Thus you would go to DMV and request an ID Card. It looks like a CDL.

if they return/reissued your CDL there would be no way for you to be stopped from driving someones car.
