If your husband was issued a Notice to Appear and was placed in removal proceedings he must attend his scheduled court hearing or he could be ordered removed for failing to appear.
If a Cuban has been paroled into the United States they can apply for a green card under Cuban Adjustment Act after having been physically present in the United States for at least one year.
