Q: is it illegal to feed feral or stray cats in Oakdale Ca.?

My Co-worker & neighbors have been feeding 3 stray cats. The Church in the neighborhood is the only one that has a problem with it. They took the bowls and shelter we built for them...it was in a public parking lot. The Church said they called Animal Control and they said it's illegal. Is it? In Oakdale Ca.
