A: To start with recovery you will pay. You'll have plenty of time to hire an attorney to figure out if there is an entity that owes you. Didn't The City DEP get in touch with you and other property owners affected?

A: I agree with attorney Smollens except I do not think there's necessarily "plenty" of time if your claim is against the city. If the city is to blame, you have very little time to file your notice (90 days), and you need to discuss this with an attorney ASAP.
