Now, regarding your particular problem, if the the giver of the vehicle refuses to sign title over, then he in fact is NOT giving the vehicle to you. Hopefully a letter will accomplish your goal, but if it doesn't, then there should be communications about him either re-taking possession or abandoning the vehicle. If there's abandonment, there are legal steps that can be taken for you to claim the abandoned vehicle.
