Q: In Texas, woman age 18 was pregnant with her first child on 5/15/23 gave birth she used methamphetame a day before

Cps visited her at hospital and she complied and began voluntarily services . Midway through family based services 8/1/23 she left the residence where she resided and moved with the child’s father and ended contact with Cps. 8/15/23 an indictment against her and she was later arrested on endangerment of child code 22.041 that states she allegedly was using drugs during pregnancy. How is this possible?
