Q: Is there a vehicle code pertaining to a tow truck driver trying to tow a vehicle with somebody in vehicle ?

A tow truck driver tried to tow my vehicle with me in the car,?

He hooked his tow equipment under my car and i started honking my horn to let him know I was in vehicle.

I asked him for his insurance company and her refused to give me any information,

He took off abruptly without unhooking equipment (I'm assuming) from underneath my vehicle doing a lot of damage, i called the tow company's office the next morning and asked the tow driver once again for his information and he refused again,

Was wondering if there is a Vehicle Code in CA pertaining to him trying to tow vehicle with me still in Vehicle, also Vehicle Code for him refusing to give me his insurance information,
