Q: What lawyer do I get to sue Yolo county highway patrol? And U-Haul?

In May 2022 my ex-fiance and I were driving out to Capay,CA. To buy a vehicle. After arriving he started siphoning the gas out of the U-Haul to the car& hood was open to the U-Haul to jump the vehicle. In the middle of all this he started crying for some reason saying, I was having an affair w/Pauly Shore& we're on his property getting bamboozled. He's out of his mental state of mind I've been dealing w/ the ongoing fight w/him to go see a psych doc. he even told the officers the crazy story& I was put into custody and driven to knights landing and dropped off to walk home to yuba city. I was in contact with the Yolo county highway patrol, probation officer and U-Haul. Nobody would take a stolen vehicle report even though the officer gave Alex the keys to the U-Haul and he wasn't on contract I couldn't present the contract because he stole it I finally got home after 4 days hitchhiking to find Alex at home and no U-Haul. There's more to the story I just don't have room.
