Q: What can you do when the landlord refuses to respond back to your messages and refuse to call you back?
My landlord sent me a letter last month saying that I am two months behind on the rent and he said if I didn’t pay it then I would have to move. So I have been calling, texting and emailing him for about 3 weeks now and he refuses to answer my call, refuses to respond back to any of my messages. So I have no idea what to do at this point. I emailed him letting him that I will pay the money now because I have the money right now but he does not respond to me. Even the property manager that he uses will not respond to me or answer my calls. I just hate to give them my money then he still files eviction on me.

All you can do is to continue trying. Your landlord isn't legally required to respond to your messages. Landlords typically have property managers so that they do not have to deal directly with tenants.
As for eviction, if you fail to pay your rent on time in accordance with your lease agreement, your landlord has the legal right to evict you. Most landlords won't evict you if you pay your rent on time. If there are a lot of vacant rentals in your complex or area, or if rental values are declining, most landlords won't evict you if you catch up of past due rent and then pay on time. If there aren't many vacant units, or if rental values are rising, a landlord is more likely to evict you for being late--even if you catch up--because the landlord can quickly relet the premises to a new good tenant possibly at a higher rent.
