Q: neighbor was taking pictures of me and my daughter

A women in my complex was taking pictures of me and my daughter we live in a very small townhome community and recently i noticed every time my daughter would come out of our apartment her security camera would flash. I started observing to see if this would happen to others and it didn't. I have a neighbor that is connected by an adjacent wall and it never happened to him or his girlfriend. A lot of us in the complex have cams to watch our vehicles for example mine is in my downstairs living room window aimed at my vehicle and a privacy screen is put on so i do not receive endless notifications.

The neighbor and i don't know each other so I showed my manager a video of her taking pictures of us the manage said she would ask her to move her cam. But it hasn't happened however the flash is now off. 3 days ago i was in my side yard and she pretended to walk to the mail box with her phone aimed in my direction. She never went to mailbox she finished filming and went inside her apartment
