Q: Is the county property appraiser liable to accurately represent property information such as zoning?

I purchased a piece of property zoned single family residential via property appraiser, and Obtained a mortgage for construction. Paid and completed all tests requested by build department for a single family permit (surveys, soil tests, etc.). The county accepted my permit, and accepted payment for application fees only to tell me a month after acceptance that my parcel is NOT zoned for single family homes due to amended city comprehensive plan dating back to 2007!! They admit they are actively aware of the conflict, but basically shoulder shrug me and usher me away. Is this a misrepresentation of property on public record? Is the city liable to have updated the property information to reflect zoning amendment within the past 17 years?
