Q: Does 91.153 apply to a subpoena from a party's employer in a dissolution? Do documents from mand. discl have to be authe

Does 91.153 apply to a subpoena from a party's employer in a dissolution? I filed a petition for modification on Dec 30th, 2020 so we are now in the fourth year of litigation because my ex has avoided discovery of his income information. He did not do mandatory disclosure until I got a court order 9 months after I filed the petition and he has not provided the documents required - he just put n/a. He makes over $600k a year and has attorneys but the court won't award me any costs or fees even though I have no income. The court conditioned my subpoena on my payment of $10 per hour and $.15 a page to get his income info from a company that he is the VP and the court won't let me get any info before Dec. 30th, 2020 even though he did not provide the previous info in mandatory discl. Can they charge me this even though he is a party, he filed a counterpetition and he is VP? Do documents provided in mand. discl. have to be authenticated to use as evidence?
