Q: Asking for a relative. Is it illegal for an employer, even though it states that they hire R.S.O., to discriminate?

I did an internet search to find out, who exactly, and which companies will hire R.S.O.? His applications were submitted to some on that list but, they refused to hire him due to his background. The state, government, counties, and all who are employed with any one of those entities want them to get reformed. How tf does that happen when they are automatically judged with the assumption that it was the utmost worst and horrid act that could've been committed?? It's highly stressful and mentally exhausting for them to try their best and become a better version of their selves, when no one gives them a chance! They have bills and responsibilities that need immediate attention but, since they can't catch a break they fall back into that familiar rut of doing what they need to do to survive. Hence the fact, as to why most of them return back to that life of crime and sent back to prison. Our judicial system is in serious need of reformation!!!
