Q: What documents can a pet care business legally request to establish proof of need for discounted services?

I'm in the process of starting a pet-care businesses and would like to be able to offer discounted or free services for low-income folks. My business advisor has recommended that I require documents to establish proof of need rather than taking it on faith, to avoid non-discounted customers from suing over cost differences. As a Disabled person myself, I know that not everyone will even have pay stubs. Can I legally request proof of current SNAP or a Benefits Verification letter to establish need? What other documents could I request? I really would like to make my services accessible, since I know pet care can be expensive, but I can't drop my prices for everyone and cover my own bills.
