Q: I live in apartment, requested to do a transfer to a smaller unit, and at the day of move in, they told me to pay 1700
I was never told about the extra payment, and it was told at the last second. They told me that nothing changes and everything stays the same, this month one price, next month lower price. There was no addition fees because I've been told that.

If your lease is in writing as most are, until a new writing is signed by both you and your landlord, there is no agreement to change what is in the writing that you agreed to.
With respect to additional fees, if you agreed to pay additional fees for some reason, then you must pay those fees. If you did not agree, then you do not have to pay those fees. If those additional fees pertain to additional services that are not expressly included in the rental of the premises (e.g. utilities, internet, cable, extra keys, use of certain common areas like swimming pools, fitness centers, or other recreational areas), then you may not received those additional services for which an additional fee is charged.
