Q: COllege refund issue.

I live in CA .I wanted to get an online certification to start a new career, so I looked online and found a relevant college in NJ. I decided to join them and called the admission team. They followed up with me multiple times and requested that I wire a $3,000 advance on the same day, claiming that the classes started that day. However, after making the payment, I did not receive any enrollment information. After multiple calls, they finally sent the information two days later.
Due to their behavior and dishonesty, I decided not to take the course at this college. I have requested a refund multiple times, but they have not responded to my calls or emails. Can I sue them? where should i complain in NJ (DOE) or CA(DOE)? thanks for your time and help.
