A: It sounds like you are in a difficult situation, caring for a teen without adequate support from her parents. In California, if you are acting as the primary caregiver and the teen's basic needs are not being met, you may need to consider legal options to ensure her well-being. You can contact Child Protective Services (CPS) to report the neglect, as they have the authority to intervene and provide assistance to ensure the child’s safety and access to necessary resources.

For the teen whose parents are drug addicts and is already in foster care, it’s important to maintain communication with his caseworker. This ensures that his needs are being met and that he is placed in a safe and supportive environment. If you have concerns about his current placement, you can voice these concerns to the caseworker or foster care agency involved.

In both cases, seeking legal guardianship might be an option. This can provide you with the legal authority to make decisions in the best interest of the children. You may want to contact a family law attorney to discuss this option and understand the steps involved in filing for guardianship. This can provide stability and ensure that the teens receive the care and support they need.
