Q: EB-5 visa. Will the government refund investments made in TEA under the EB-5 visa?

Will the government refund investments made in TEA under the EB-5 visa? I don't mean income. I mean a refund, like how it's done with a borrowing (I know you shouldn't give money as a loan). If it is not the government's responsibility, will the TEA return my money?
What are the chances that I won't get my money back?
By the way, separate from returning the “borrowed money”, will I have a profit from my investment in the TEA?
