If you are lawfully pulled over they can extend a lawful stop for a time to run dogs around the car.
I'm not certain based on what you told me that the stop was indeed lawful. It doesn't take much, but I think it might take more than that. I'm not sure how they would try to justify it. And you also didn't say how long you were on the side of the road before the dogs got there.
Talk to a civil attorney if you think you have a civil case. But this wouldn't be a criminal matter because they didn't charge you.
