Q: Person arrested for failure to appear and learned that they are waned in another state. C.CR.P. ART 575 - FUGITIVE.

Incarcerated in one state (LA) and another state with outstanding warrant (SC). The charge appears to be something with IRS identity theft receive letter (4883c) Bench Warrant for failure to appear ad was incarcerated, Meet with a judge and learned there is an outstanding warrant from another state. Member i snot allowed to get out of because the outstanding warrant state has a hold on the member. The person incarcerated remains in jail until the hold is lifted. How can an inmate who is incarcerated (in LA) get the hold lifted (outstanding warrant) from the state (SC) that has a hold on them What does that process look if inmate who is incarcerated one state (LA) cannot afford a lawyer and it appears that public defenders are not free, from what I understand from the internet.
